The study examines social welfare and healthcare policy, with a particular emphasis on equity and access in public health systems. We explored the ways in which healthcare policies affect underserved areas, including rural and economically disadvantaged groups, by examining different frameworks and policies in other nations, with a focus on Pakistan. It highlights attention to the barriers preventing equitable healthcare access, including insufficient infrastructure, financial limitations, and institutional inefficiencies, using both qualitative and quantitative data. The involvement of government initiatives, the efficiency of healthcare funding, and the influence of social welfare policies on health outcomes are important areas of emphasis. Comparative case studies provide insights into best practices and policy gaps, offering recommendations for policymakers to improve equitable access and quality of healthcare services. This paper argues that lowering health inequalities requires changing healthcare policy and tackling socioeconomic factors. The study advances policy discourse by putting forth concepts that promote improved health outcomes for marginalized communities and equal access to healthcare.
