Smart Governance in Pakistan: (Re-) Thinking Bureaucratic Efficiency through AI Integration

Global advancement in digital governance is need of the hour. However, Pakistan’s policy-making institutions remain very slow to adopt emerging technologies. This research paper examines the role of artificial intelligence (AI) in addressing the governance inefficiencies in the bureaucratic system of Pakistan and argues to extend its integration with other policy making bodies such as federal and provincial cabinets, the planning commissions and public policy institutes. The study takes the case studies from the Global South to explore that how AI-driven governance models have improved the administrative efficiency in developing countries such as Indonesia, South Africa, Brazil and even Nigeria. The findings highlight AI’s potential to improve decision-making through real-time data integration, automating routine bureaucratic procedures, enhancing transparency, and strengthening the community engagements. Moreover, it also discusses the unintended insecurities associated with adoption of AI in public sector; such as algorithmic bias, regulatory concerns, and infrastructural limitations etc. The findings gives policy recommendations for AI integration by incorporating a hybrid AI-human governance model, regulatory oversight, and collaboration with private sector. By integrating AI-driven solutions, the study concludes that Pakistan’s bureaucracy can make transition towards a more efficient, responsive and accountable governance system to improve the public service delivery and policy implementation.
