Cognitive Load Theory in Special Education: Rationale, Opportunities, and Future Directions

Cognitive Load Theory (CLT) has shaped instructional design in mainstream education for four decades, yet its application to special education has developed in a scattered and uneven way. This paper argues that CLT deserves a central place in special education research because working memory limitations sit at the core of most learning difficulties, from dyslexia and dysgraphia to intellectual disability and autism. The paper traces the theory’s development, lays out disability-specific reasons why CLT matters, reviews the current state of research, and explains why the literature remains fragmented despite decades of relevant findings. It then proposes a research framework that connects theory, measurement, intervention, technology, and policy, and closes with a five-phase research agenda for the next decade. The paper is conceptual rather than empirical. It does not report new intervention data. Instead, it makes the case for why CLT should become a defining research paradigm in special education and what that field of study should look like going forward.
