Abstract

Cyber warfare is a major security challenge of the twenty-first century that requires a systematic examination of the nature and effects of digital conflict in the field of national security, geopolitical competition and critical infrastructure protection. Current literature focuses on individual cyber threats and previous studies have not considered offensive Cyber Tactics, AI-driven attacks, ransomware ecosystems, disinformation and newly developed Cyber Defence frameworks within today's context. The research in this study is carried out using an evidence-based analytical review model, which is a research model that uses secondary data sources in the form of peer-reviewed publications, cyber security threat reports, government publications, international documents and institutional documents on the development of cyber warfare in the world during the period 2022-2026. The findings show that AI has significantly boosted cyber operations, including ransomware-as-a-service, supply chain attacks, social media exploitation, geopolitical and kinetic-related cyber operations and that Zero Trust Architecture, AI-powered threat intelligence analysis, and quantum-safe cryptography are increasingly being adopted as defenses. Weaknesses in national cyber resilience, international legal coordination, public-private partnership and a lack of proactive policy frameworks are required to mitigate the risks of cyber warfare and enhance cybersecurity governance globally.
