Abstract

The rapid expansion of digital technologies has transformed social, economic, and political interactions across the globe. However, unequal access to digital resources has created new forms of social exclusion, particularly in developing urban contexts. This study examines the relationship between digital marginality and social inequality in Quetta, focusing on how disparities in access to digital technologies influence opportunities, power relations, and social participation among urban residents. While digitalization has the potential to enhance connectivity, education, employment, and access to public services, significant segments of the population remain excluded due to socio-economic, educational, gender-based, and geographical barriers. Using a sociological perspective, the study explores the extent to which digital inequalities reinforce existing patterns of social stratification and urban marginalization. A mixed-methods research design is employed, combining quantitative surveys with qualitative interviews involving residents from different socio-economic backgrounds across urban and peri-urban areas of Quetta. The research investigates key dimensions of digital exclusion, including internet accessibility, digital literacy, affordability of digital services, technological infrastructure, and participation in digital spaces. The findings are expected to reveal that digital marginality is closely linked with broader socio-economic inequalities, limiting access to education, employment opportunities, e-governance services, and social networks. The study further highlights how unequal digital access contributes to the concentration of power and resources among digitally privileged groups while deepening the exclusion of marginalized communities. The research underscores the need for inclusive digital policies, investments in digital infrastructure, and targeted digital literacy programs to bridge the digital divide and promote equitable urban development. This study contributes to the emerging literature on digital sociology by providing empirical evidence from an under-researched urban context and offers policy recommendations for fostering digital inclusion, social justice, and sustainable urban development in Quetta.
